CALD Statement on the Electoral Gains of the Liberal Party of the Philippines in the 2025 Midterm Elections
The Council of Asian Liberals and Democrats (CALD) warmly congratulates its full member- party, the Liberal Party (LP) of the Philippines, for its electoral gains in the 2025 midterm elections. With 97.28% of the total election returns transmitted, the LP appears to have not only defied the odds and exceeded expectations but also reignited the spirit of hope and democratic renewal in the Philippines.
Among the party’s remarkable wins are Francis “Kiko” Pangilinan—LP chairperson and former CALD chairperson—who reclaimed a seat in the Senate; Leila de Lima—Liberal International Prize for Freedom awardee—who triumphed as a party-list representative under Mamamayang Liberal (ML); and former Philippine Vice President and former LP Chairperson Leni Robredo—who won the mayoralty race of Naga City by landslide—becoming the first woman to hold the post and further solidifying her legacy of grassroots leadership and public service.
CALD acknowledges the challenging and unpredictable political landscape in which this campaign unfolded—characterized by widespread disinformation, the influence of money politics, political intimidation, and a system long entrenched in personality-based politics. Yet, throughout it all, the LP stood firm, driven by the power of people-centered organizing, principled leadership, and an unwavering commitment to democratic values.
This victory is more than just electoral—it is symbolic. In a nation grappling with deep political and societal divides stemming from the Duterte-Marcos conflict, LP’s resurgence represents a powerful affirmation of the people’s desire for accountable and transparent governance, inclusive societal policies, and a return to the rule of law. It marks the reawakening of hope and the renewal of a shared vision for a just and democratic Philippines.
Looking ahead, CALD believes the momentum built by the LP in this election lays a strong foundation for greater unity and mobilization toward the 2028 national elections. The challenge remains daunting, but the resolve is stronger than ever.
As Mardi Seng, Cambodian senator and CALD chairperson, fittingly remarked: “The journey ahead remains long, as is the case in many nations—particularly those under authoritarian rule. Nevertheless, the victory of the LP not only awakened the Philippines, but also rekindled hope among liberals throughout the region and the broader international community to continue the pursuit towards freedom and democracy.”
