CALD Resolution No. 2 S. 2005
CALD Resolution regretting the endorsement of non-peaceful measures in the passage of the Anti-Secession Law by China’s National Peoples Congress, and calling on a peaceful resolution of differences across the Taiwan Strait.
Noting that on March 14, the Chinese National Peoples Congress passed the Anti- secession Law by a margin of 2,896 to 0 with 2 abstentions;
Aware that Article 8 of the law stipulates that the state shall employ non-peaceful means and other necessary measures in the event of Taiwan’s secession from China;
Observing that the passage of the law comes one month after the positive development of cross-strait relations through direct charter flights between Taiwan and Chinese cities over the lunar new year holidays season in February, 2005;
Aware that many governments, the United States, Japan, the European Union and Australia, among them, have expressed opposition to the use of force to resolve the political differences in the Taiwan Strait, and that these governments have voiced concern that Article 8 sanctions action that would be destabilizing for the region;
Recognizing that Taiwan has successfully developed a pluralistic, democratic and open society that is consistent with the principles of CALD, and CALD, has since its founding, upheld and protected such principles;
Concerned that the legislation and utilization of non-peaceful measures in resolving disputes runs counter to the principles and interests of CALD members;
Be it therefore resolved that the Council of Asian Liberals and Democrats regret the passage of the Anti-secession Law by the Chinese National Peoples Congress and appeal to both sides to engage and resolve the conflict through peaceful dialogue.
