CALD Resolution No. 7 S. 2005
CALD Resolution expressing concern over the rising threat of emergency rule in the Philippines and calling on the government to respect basic civil liberties, the separation of powers and the right to peaceful assembly and other rights embodied in the Philippine Constitution
Alarmed over the issuance by Philippine President Gloria Macapagal Arroyo of the controversial Executive Order No. 464 requiring officials of the executive branch to seek permission from the president before appearing in congressional investigations, which render inutile the conduct of Senate and House investigations;
Concerned over the implementation by the Arroyo administration of the Calibrated Preemptive Response (CPR), which curtails basic liberties and the people’s right to peaceful assembly and closes legitimate avenues where people can redress their grievances to government;
Troubled by the prospect of emergency rule in the Philippines, which, according to the Secretary of Justice, will provide for state take-over of public utilities, oil companies and other private businesses; and by the openness of President Arroyo to emergency rule should, in her opinion, conditions be right;
Disturbed that the government’s response to the current political crisis may bring the country to the brink of martial law once again;
The Council of Asian Liberals & Democrats express concern over the rising threat of emergency rule in the Philippines and call on the government to respect basic civil liberties, the separation of powers and the right to peaceful assembly and other rights embodied in the Philippine Constitution.
