CALD Statement on Cambodian Elections

The Council of Asian Liberals and Democrats (CALD) expresses in strongest terms its support for the realization of full and inclusive democracy in Cambodia, starting with a call for free and fair elections on 28 July 2013.

Following the recommendations of the United Nations, it also calls upon the Cambodian government to heed the following demands:

  • Change the composition of the National Election Committee in order to guarantee its full independence and neutrality in administering elections and adjudicating electoral cases; and
  • Secure and guarantee as a matter of urgency the safe return of the leader of the opposition to Cambodia, to drop all politically motivated charges against him and to restore fully all his civil and political rights, including the right to contest elections.

In the event of the Cambodian government not fulfilling the above recommendations, it would render questionable the validity of the election and the legitimacy of any government resulting from such election. We therefore call on the international community not to recognise any such government.
