CALD Resolution No. 4 S. 2003

Resolution on a Peaceful Solution to the Political Crisis following the July 27th Elections in Cambodia

Noting that the results of the July 27th Cambodian elections so far has not made possible the formulation of a new government, which according to the Constitution must have two-thirds majority of elected members of Parliament;

Informed that the Alliance of Democrats, which consists of the Sam Rainsy Party and the FUNCINPEC Party, has agreed to work with the ruling party to form a government that will reflect the sentiments of the people;

Saddened that, while the three major political parties have not been able to reach a compromise, certain members of the ruling party have raised the possibility of using extra-Constitutional means to resolve this impasse;

Aware that should a solution not be reached before the 26th of September, Cambodia would be plunged into a Constitutional crisis;

Recognizing that elected representatives of the people have the responsibility of working in accordance with the Constitution and that only a peaceful solution reached in accordance with the Constitution can ensure the integrity of the said Constitution and maintain the conditions for the existence of a free and democratic Cambodia;

Now, therefore, the Council of Asian Liberals & Democrats condemns any attempt by any party to use force in resolving the political impasse and appeals to all the political parties to arrive at a compromise in accordance with the Constitution; and urges His Majesty King Norodom Sihanouk to bring his influence to bear upon the present political process to promote national reconciliation that is based on mutual respect, the rule of law and the will of the Cambodian people.
