CALD Resolution No. 6 S. 2004

CALD Resolution congratulating Their Excellencies Gloria Macapagal Arroyo and Noli de Castro on their election as President and Vice President of the Republic of the Philippines; commending the Liberal Party for its electoral successes and its role in the presidential campaign; and expressing confidence about a new era of development and further democracy in the archipelago

Noting that the General Elections of the Republic of the Philippines was held last May 10, 2004;

Aware that the proclamation of Madam Arroyo and Mister de Castro as President and Vice President by the Congress was made only last June 24, or almost a month and a half after the bitterly contested elections;

Saddened that despite the absence of evidence of massive and systematic fraud as alleged by the camp of defeated presidential candidate Fernando Poe Jr., the opposition in the house and in the senate resulted to filibustering and other dilatory tactics during the congressional canvassing;

Confident that the victory of Madam Arroyo and Mr. de Castro reflects the true will of the Filipino people;

Emphasizing that the Liberal Party, a member of the ruling coalition, and in particular, party chairman Senate President Franklin Drilon, party vice-chairman Senate Majority Leader Francis Pangilinan and party president Representative Florencio Abad, played a significant and invaluable role in the national campaign of President Arroyo and Vice President de Castro and their eventual proclamation—the first time since 1986 that the president and vice-president elect came from the same coalition;

Gladdened that the Liberal Party scored major victories for national and local positions, especially with the election of two of the twelve new senators including topnotcher, Manuel A. Roxas, former Secretary of Trade and Industry and grandson of the party’s founder;

Optimistic that with the new mandate given to her through an electoral victory, President Arroyo will be able to fully implement an agenda towards national unity and reconciliation, peace and human security, progress and democracy;

Assured that with the Liberal Party as a partner and ally of the Arroyo administration, the Philippines will enter a new era characterized by political and economic reforms and by the consolidation of the country’s democratic gains.

Be it therefore resolved that the Council of Asian Liberals & Democrats congratulate Their Excellencies Gloria Macapagal Arroyo and Noli de Castro on their election as President and Vice President of the Republic of the Philippines; commend the Liberal Party for its electoral successes and its role in the presidential campaign; and express confidence about a new era of development and further democracy in the archipelago
