CALD Resolution No. 4 S. 2004

CALD Resolution congratulating the Uri Party for its recent victory in the 2004 elections; expressing confidence in the people of Korea for their commitment to political reform; and acknowledging the recent South Korea elections as another triumph for the cause of freedom and democracy in Asia

Noting that the Korean parliamentary elections was held April 15, 2004, or just over a month since President Roh Moo-hyun was impeached by the National Assembly;

Aware that the liberal Uri Party won 152 out of 299 parliamentary seats, thus, making it the majority party in the National Assembly;

Realizing that the Uri Party was created only last November, 2003 after progressive and reformist members of the Millennium Democratic Party left MDP to form a new party;

Acknowledging that the impressive electoral performance of this six-month old political party is a vindication of these liberal-minded politicians;

Recognizing that the victory of the Uri Party marks the first time in Korean history wherein liberal and reformist political forces will have control of parliament;

Observing that the impressive campaign reforms have created an election revolution that has effectively controlled, if not eradicated, previous corrupt campaign practices such as vote buying;

Noting that the revised law guarantees at least 28 female lawmakers out of 56 proportional seats given the stipulation that every party should have half of its proportional representations occupied by women;

Optimistic that South Korea will again enjoy political stability after the crisis caused by the presidential impeachment and the recent electoral campaigns marked by what Prime Minister Goh Kun describes as the “politics of confrontation and conflict”;

Appreciating that the political reforms in South Korea, which resulted from the clamor of the people themselves, serve as a role model worthy of emulation by other nations in the region and the rest of the world;

Convinced that the mandate given to the Uri Party will not only contribute to the political maturity of the Korean people but will also spur economic growth and enhance investor confidence in the fourth largest economy in Asia;

Be it therefore resolved that the Council of Asian Liberals & Democrats congratulate the Uri Party for its recent victory in the 2004 elections; express confidence in the people of Korea for their commitment to political reform; and acknowledge the recent South Korean Elections as another triumph for the cause of freedom and democracy in Asia.
